This building was constructed in 1937 for the Moji Branch of Mitsui & Co., Japan's first general trading company, and in 1953 began to be used as a facility of Japanese National Railways' Moji Railway Bureau.
The six-story ferroconcrete building was the tallest building in Kyushu when it was constructed.
